7 Police Officers to Be Charged in Bay Area Sex Scandal.
A prosecutor in California said on Friday that criminal charges would be filed against seven current or former police officers in the San Francisco Bay Area, capping a monthslong investigation into allegations of officers having sex with a teenage prostitute.
The allegations had roiled the Oakland Police Department, and five of those being charged were from that agency.
The charges include obstruction of justice, engaging in an act of prostitution and engaging in a lewd act in a public place, Nancy E. O’Malley, the district attorney for Alameda County, Calif., said in a statement.
A former deputy from the Contra Costa County Sheriff’s Office and a former officer from the Livermore Police Department also face charges, the statement said.
A prostitute, the 19-year-old daughter of a police dispatcher, claimed that she had had sex with multiple officers from agencies around the Bay Area. At least one of the relationships began while she was a minor, Mayor Libby Schaaf of Oakland has said. The prostitute said the police had routinely tipped her off to raids.
The investigation lasted three months and involved reviewing 150,000 pages of data, 76,472 pages of Facebook communications; 59,960 text messages; 6,069 images; 2,899 pages of Instagram posts; 546 multimedia messages; and 21 videos, the prosecutor’s office said. Investigators also conducted four interviews with the woman, and interviews with multiple law enforcement officers. The investigation included a review of the history and use of law enforcement technology by various officers.
“The serious nature of the allegations called for nothing less than a meticulous examination of any and all evidence that came to light,” the prosecutor’s statement said. “The task of sorting through verbal and online statements to uncover and establish truth and fact was monumental.”
Those facing charges are Ricardo Perez, who resigned from the Contra Costa County Sheriff’s Office; Dan Black, who resigned from the Livermore Police Department; Officers Brian Bunton, Giovani LoVerde and Warit Utappa of the Oakland Police Department; and Tyrell Smith, who resigned, and Leroy Johnson, who retired, from the department.

During the investigation, the woman at the center of the scandal went to a rehabilitation center in Florida against the wishes of California prosecutors, who said the same services were available in that state, according to the statement. The woman was arrested last week after biting a security guard at the clinic and being disruptive, The Miami Herald reported. The charges against the officers in California are pending the woman’s return, the prosecutor’s office said.
Though there had been news accounts that more than a dozen officers were involved in the episode, evidence was found only to support charges against the seven, Ms. O’Malley said.
The Oakland Police Department said it supported the prosecutor’s decision. Representatives of the Contra Costa County Sheriff’s Office could not be reached for comment on Friday night. In June, the Livermore Police Department said in a statement after Mr. Black resigned that what had happened did not “accurately reflect the professionalism of the men and women” of the department.
The scandal began to emerge after the suicide of an Oakland police officer, Brendan O’Brien, in September. Details of his suicide note, in which he mentioned the prostitute and which set off the investigation, were highlighted in a report in The East Bay Express.
